The intervention

When intelligence becomes autonomous, governance becomes constitutional.

Artificial intelligence can increasingly recommend, rank, coordinate and act. DAOs can automate collective decisions and treasury execution. But neither intelligence nor decentralization answers the most important question: who is legitimately entitled to decide? This keynote presents Arkemia’s approach to preserving human sovereignty while still using the full analytical and operational power of AI and decentralized technologies.

01 · THE PROBLEM

Capability is not legitimacy

A system may be able to decide without having the mandate to decide. Human oversight must therefore become a real governance capability.

02 · THE DAO LIMIT

Decentralization is not enough

Token voting can reproduce plutocracy, apathy, capture and code literalism. Governance needs a source of legitimacy beyond mechanism design.

03 · THE PROPOSAL

An Ethicratic DAO

Humans retain legitimate authority, AI supports discernment, law carries accountability and blockchain executes the resulting mandate.

Arkemia / Ethicracy

A governance stack for human sovereignty

Arkemia places an ethical and human layer upstream of automation. The objective is not to encode ethics into a smart contract, but to keep ethical judgment where it belongs: in a transparent, contestable and accountable human process.

1 · Purpose & ethical constitution
Mission, boundaries and the five pillars of Ethicracy.
2 · Impacted-person circles
Decision rights follow lived consequences rather than token ownership alone.
3 · AI advisory layer
Evidence, impact mapping, scenario analysis, contradiction detection and synthesis.
4 · Human accountability
Named people retain authority, override rights and responsibility.
5 · On-chain execution
Smart contracts implement valid decisions faithfully and transparently.
6 · Feedback
Measure the real-world fruits and feed them back into the next decision cycle.
“AI is the memory and compass of the process. The human being remains its heart and finality.”
Three legitimacy tests

Before asking how to vote, ask what makes the decision legitimate.

ETHICS

What fruits does it produce?

Evaluate consequences on individuals, society and the living world — not only declared intentions.

JUST DISTANCE

Who lives with the consequences?

Impact creates voice and responsibility. Collective power should not interfere where there is no demonstrated harm.

RETURN TO UNITY

What truth is carried by each side?

Move beyond binary opposition and integrate what is valid in conflicting positions before deciding.

Speaker

Thibault Verbiest

Lawyer, author & Co-Founder of Institut Arkemia

Thibault Verbiest works at the intersection of law, artificial intelligence, digital sovereignty and governance. His work on Ethicracy focuses on keeping the human being sovereign inside increasingly automated institutions.

Core thesis

The future of AI governance is not less technology. It is better institutions.

AI can have intelligence without having a mandate. The challenge is to build organizations in which machine intelligence expands collective intelligence without quietly absorbing collective sovereignty.
